It's unrealistic to want a game like that. The scope is far too big. It would take an ungodly number of man hours to make and cost a fortune. Take a look at GTA5. It took a shit ton of money to make and a couple years. Something like you're suggesting would be such a monumental undertaking you'd either need the largest dev team ever esembled, or many many years for a smaller dev team.

Far too big to be doable. Less can be more. I'd set it in Paris during the 1998 world cup, with fast travel to St. Tropez maybe which is much smaller to have a summer kind of feel. Have a soundtrack with europop, dance, rock, rap and rai music. Control a single character, not some hood thug but a gangster a la Niko Bellic so he can navigate several different atmospheres easily. Have the features of GTA SA (physical, eating, dating, properties), GTA V's side quests, and a grim, very personal story without GTA's over-the-top satirical humor.
