It doesn't mark as big a change in the series as the disparity between classic and modern Sonic, but Mega Man's design has been thinner and more Atom-esque since he got off the NES. "Modern" in this case is the 90s compared to the 80s, but still.

It took them like a decade to give Mario FLUDD, and he never wound up with anything from Galaxy. Pre-existing characters, especially ones that have been in multiple or all of the games, rarely get changes. All the Zelda characters were still in their Twilight Princess incarnations for Smash 4 despite Skyward Sword having released.

Basically, the government only has enough funding to keep running for a set amount of time. Congress/Senate needs to agree on a bill to keep the government running or else it will shutdown until it can be restarted with another spending bill. The democrats wanted a bill which would include things to help illegal immigrants and allow for immigrants to bring their entire families ([grand]parents, siblings, cousins, etc) while not funding Trump's wall. They couldn't get what they want so they didn't vote to keep the government running.
