Problem with V:tM or other MET games is that they're not as crunch as they are fluff. Meaning they're more about experiencing life and intrigue as a creature of the night rather than a mechanics game; the dice are just there to settle disputes.
Sure, you can make a game based on the setting and bloodlines adapted it well. But you have to cut a lot of content out.

You'll never get it because all pieces that came together for Troika have been irreparably broken apart.
Valve initially pushed hard for another big game to headline Source, helping support the dev along the way. You won't see that kind of secondary support again from anywhere else, and Valve completely fucked over Troika towards the end anyway.
Activision is a cunt publisher who own the rights to Vampire: Bloodlines will, like they do with all their franchises, strangle hold anything "Bloodlines 2" thus forever denying anything you could consider as a sequel. Also completely fucked over Troika towards the end.
White Wolf Publishing is a mangled mess of a publisher that (up to 2015) had no fucking idea what to do with their licenses and continually make poor gambles and micromanage projects into oblivion. Also fucked over Troika towards the end. They're now owned by Paradox so I guess there's some saving grace there maybe?
Troika is completely gone, their staff scattered around assorted other studios. Tim Cain (designer, writer, programmer) is at Obsidian. Leonard Boyarsky (director, artist, designer) is also at Obsidian. Jason Anderson (director, writer, designer) is either at inXile or Turtle Rock doing god knows what. Brian Mitsoda (designer) is at Double Bear.
The thing with Vampire: Bloodlines (Troika in general, for that matter) was that it came about during a perfect storm. The studio was breaking at the seams with RPG talent in every single important facet; character writing, quest design, system design, world building, artistry, and audio. Almost all of these guys were proven talent who'd come from reputable publishers that had screwed them over at some point, now coming together for a "perfect studio". They were in a nice middle ground with the industry; a time where B-tier games and PC titles that weren't AAA blockbuster wank were still entirely feasible, and the market still existed for CRPGs and what not. The industry wasn't polluted by fascist fuckwittery on the right or left trying to dictate the direction of artistic works as either EXTREME CONTENT FOR EDGE DOWN WITH MINORITIES AND MAKE IT OBVIOUS or THE LEAD MUST BE A TRANSGENDER NIGGER OR YOU'RE A BIGOT. The writers were free to tackle all kinds of themes and concepts and content with a huge cast of characters that express a diverse range of perspectives. Actual role playing; Troika made games where you were put into these meticulously crafted worlds and instructed just to play and discover and react to the chain of events as you saw fit. No bias to alignment. No blatant agenda.
White Wolf was also finally, FINALLY opening their doors to a properly funded and freely developed World of Darkness game. Valve was pushing the next-big-thing in Source. And Activision hadn't become a Call of Duty house.
Unfortunately they got fucked from every angle. Troika's notorious ambition meant any game they made was a nightmare to bug crunch. Valve didn't have the supporting documentation or finalisation of Source and were deliberately keeping Troika out of the loop to prevent leaks (and thus prioritise Half-Life 2 secrecy and stability). Activision just gave up, cut the dev cycle short despite the game literally shipping BROKEN, and let Troika burn. Troika's official fixes were almost all made in unpaid overtime post launch. And stretches of the game were scheduled to be redesigned (like the Nosferatu tunnels) but had to ship as is.
Troika got fucked and now the industry won't let anything like them happen again. Expectations of budgets and production quality necessitate "safe" development, so you can forget about complex RPG systems and rich gameplay because it must be accessible. And the socially chaotic landscape strangles writers and artists and prevents them from making ANYTHING without dickheads trying to project assumptions of agenda and intent.

I don't think Valve really screwed them over like you're saying, I remember reading and interview where one of the devs said he he mainly had a problem with Activision forcing the game out in a broken state right after HL2 was released. The game's credits has them thanking Valve. They were given a really early version of the Source engine to work with and I think they were given updates, but that meant they had to start over which they didn't really want to do.
They were definitely talented and did good work (aside from all the bugs in the game) but another thing is just that they were in the right place at the right time to make this game, which means it's not just an issue of funding. Big companies probably don't want to hire down and out junkies and other people who aren't entirely stable and reliable even if they can make something like VtMB.
Another thing is that when there's new technology like the Source engine, it inspires more creativity because it's all new. Maybe if virtual reality gets better we'll see something new along the same level as VtMB, but I'd be happy just with VtMB working in VR.
I'm honestly looking for a spiritual successor to VTMR first, before VTMB.

It was still done decently where it didn't feel like it was thrown in your face because they didn't build characters around their sex or orientation. They built them as people(vampires) first who happened to be whatever.
