If the console has piracy, yes. But the amount it hurts is dependent on how easy it is to mod a system.
Vita, for example, has pretty low piracy rates because of how hard it is to actually pirate on it, also because the system is pretty much out of production everywhere.

3DS, though, has massive piracy rates. It overcomes them with huge sales on flagship titles, but just like the DS, you see mostly shovelware and no quality third party titles due to it since cfw was made so available without cubic ninja.

actual home console piracy is a bit more fickle. Things like the wii had piracy, but it wasn't really widespread until later bannerbomb revisions in the late late 2000s (like 09) so most people didn't know how to do twilighthax or legohax or any of those things. But the system had already sold tens of millions by then so it wasn't a big deal.

ps3 is similar to the wii, cfw wasn't really available after they removed the linux exploits, leaving a pretty large gap between cfw revisions (even though they did update the cfw, it was really buggy playing newer titles) so piracy wasn't really a big deal until 2011 or so, long after the system was relevant.

360 was an example of a system with a burgeoning piracy and mod scene as the system was relevant, in the mid 2000s, 06-07. Modchips were the only way to mod the system, no software related kernel exploits meant normies didn't know how to set it up and there were also lots of ">paying to pirate" people, too, like the early days of ps2 before fmcb. As such it didn't really hurt the 360, and in fact may have even helped it some as many tools were made to help get around region locks due to those modchips.

gen 8 consoles don't have any sort of notable modscenes or homebrew capabilities (yet) but they're getting there. ps4 is way further off than people like to say, I think switch will be cracked proper first, then xbone, then ps4.

But who knows, maybe xbone will just continue being irrelevant like the original xbox, and it'll just not be remembered at all.
