We have fossil records that prove that AT THE VERY LEAST, T-Rex did NOT have feathers in it's neck, pelvis and tail regions.
IF it did have feathers, it would have had them just in a few select places, not all over the body.
Also, we are fairly certain by now, that most Dinos did in fact NOT have ANY feathers and were completely scaly like most reptiles today.

I don't think so, full feathering came about alongside avian warm-bloodedness to combat global cooling to modern (pre-industrial) climates. Anything cold-blooded that didn't adapt was pushed back to tropical and equatorial climates mostly.
