Why does 40k games never have a budget. A 40k game with some backing could kick ass but the setting is only picked up by no name companies. It FEELBADMAN.

I felt that Armageddon would have benefited from a slightly branching campaign. The campaign was pretty alright but it didn't have much replayability, even with the dozens of leman Russ and baneblade variants.

Yeah for sure, the extra campaigns were decent enough that I played them all through. Pity there wasn't one for Orks.

If a game that low budget can be fun for me, I'm looking forward to Mechanicus which appears to have a 3D engine.

Low budget turn based games can be VERY good. Mordheim, for example, is one of the best turn based tactics games ever made and it had a shoestring budget. However, I have high doubts this will be actually good, because the WH40K franchise is cursed.

I played this game on launch. It was fun but I stopped because it was imbalanced as fuck and none of the weapon stats made any goddamn sense. Has it been improved since then?

Dunno what you mean, it did seem like some weapon loadouts were just bad in 90% of situations, but I'm guessing that's mostly because your enemies are Orks

The AI didn't deal too well with Titans, but then I would entirely expect Orks to have difficulty against the Imperium's most powerful land weapon. By that point in the campaign it felt like I'd earned the right to start steamrolling greenskins and turn the tide of the war.

There was some weird shit like heavy bolters being extremely effect anti-tank weapons, plasma being the best anti-light infantry, shit like that.

Don't be silly, there have been plenty of good games released. Over a decade ago.

Hmm I didn't get that at all, dunno if they patched it or not. This was about a year ago. Are you accounting for armor penetration and number of models in the enemy unit? Multi-shot weapons tend to be better against swarming Orks, and obviously their shitty traks are much lighter and swarmier than their battle fortress type tanks. I still kept a couple Destroyers around and found them really useful for their armour penetration.
