Steal everything you can and trespass, and don't ever kill feral ghouls, Powder Gangers, Fiends, or Legionaries (in vanilla killing any of these "bad-karma" aligned NPCs nets you a good chunk of good karma, which is arguably stupid and mods do fix it).

Why do people, especially NCR citizens, actually come to New Vegas? The place is a rundown shithole. Shady Sands and other major NCR settlements seem like better places to go for a vacation.
Shady Sands and The Hub are probably shitholes except for the fancy villas the rich elite live in, and the majority of NCR citizens are serfs working at Brahmin Baron ranches shovelling shit and doing general bitchwork. This mindset that the NCR is some pre-war normalcy standard of living is complete bullshit. While there are bits and pieces of advanced technology here and there, for the most part the standard of living is still probably late 19th, early 20th century at best. Existing skyscrapers with neon lights and working casino games complete with all the sin you can get is worth the trip to the frontier.
I doubt civilians come to New Vegas, and if they do, it's more so curiosity than actually seeking fun and thrill. I think most NCR citizens who are at the strip are either soldiers on duty around the Dam, or traders trying to turn a profit in the new lands.
There is literally nothing in the game that implies "civilians" don't travel to the Strip.
As I said, it's possible that they do but it's more likely the adventuring types who are curious about the untouched part of the Wasteland.

You do realize the Vegas metropolitan ruins are in the original Fallout's map, right? Or that the Vegas area is commented on in FO2 (obviously House was dormant and it was disregarded as unimportant for years but still it isn't the unknown hinterlands by any means).
I'm not much of an expert on the original fallout lore, but if I remember correctly in the intro of NV it was commented that New Vegas was undiscovered by the NCR before scouts saw it. And then the NCR rangers made peace with the Mojave Rangers, effectively allowing the NCR to set up shop so to speak in the Mojave region.
and then the NCR got into a conflict with the Legion, and 4 years later the story of NV begins

I think you'll be able to run it on your PC, it's not that demanding of a game. Might just be a personal preference, but I find it way easier to play on PC controls than a controller. Also, mods. A lot of really cool mods.

Technically, Legion-NCR hostilities were official as of the Ranger Unification Treaty in 2271, and that was only by default as the Desert Rangers were (failing at) resisting Legion expansion in the Mojave and Painted Deserts. That Treaty, by absorbing the Desert Rangers, was also the first time NCR officially had judicial authority in that region (by assuming authority wherever the Desert Rangers previously exerted authority).
There is a difference between a state officially recognizing a region and exerting influence on it and it being completely unexplored or unknown. As I said House was essentially dormant (all resources going into finding and acquiring the Chip), and the Hoover Dam was inactive until the NCR started poking around, which forced House's hand.
Also in general FONV has poor world contiuity with the original Fallout (mainly the whole regional geopolitical situation, considering how close it is to The Hub and Shady in the first place going by FO1's map), but it is solid to FO2's world situation. I usually chalk it up to standard NCR bureaucracy being inept, and greedy jews of the Hub not caring about what is east of them until they got finished cannibalizing the Enclave remnants (which were obviously more lucrative than shit-kicking tribals of the east).

I have Nvidia drivers and the game runs fine for me.
For some reason when I try to run it my drivers are unable to render the hair, though its been awhile since I've tried it so I have to take a look at it again.

I thought NCR was just discovering the Mojave (obviously they knew it existed before that but they didn't explore it before they sent those scouts that came back with "stories of an unscourged land, unaffected by the war". It sure sounds like they were just exploring it for the first time)

No one has the resources to reliable have the gas or fuel to make it to another country and back, plus few even know about the world outside of America and even less about their own country.
I'll take a look again but I remember hair not appear and when I used a ddl fix it seemed to clear up the issue leading me to believe my drivers had been updated to no longer render hair in NV the way its intended to.

hm, if I remember correctly TTW has to have its own mods. You can't just install New Vegas mods. Or was it the other way around, and that applied to Fallout 3? Either way I know there was a compatibility error for mods when it came to TTW. Either way a clean install should be the first thing to check out, just to see if the very most vanilla stuff works fine

There is literally a faction in the fallout universe with an offshore base only accessible to a few. Unless they psychically teleported there, it is safe to assume they still have the capability to do long distance travels.

They have their own wars in Europe, as it was stated in Fallout 1 Europe commonwealth has devolved to bickering nation states. Nothing other than that was mentioned, and their involvement in the war of america and china is unknown.

similar thing happened to me, I used FOMM and it worked like charm. Then one day, it stopped working. Now I can't add any more mods, but I can still play with the mods that I've already installed. And if I try do disable any mods, the game completely breaks.
