Yes, but then the king follows up with, "THEN we can talk about mercy." Does that mean he's going to continue punishing the Duke? Is he going to live his entire life in indentured servitude or is the king working him as a slave before he hangs him from his neck?
Scrubbing all the fllors in the entire country sounds like a sentence to a sisyphean kind of forced labor until the end of his life. It was also never specified whether his sentence would count as served if he just scrubbed all the floors once or if he was doomed to re-scrub the floors that got dirty after the first scrubbing as long as he is still in the King's service. Therefore one may very well assume that he was meant to die while still doing his chores. Whether this counts as an execution is up to debate but I'd say it counts.
Scrubbing all the floors in Hyrule does not sound practical because it would basically require a royal decree that EVERY resident in the entire kingdom allow the Duke to come in and spend several hours cleaning their floor. It does not sound feasible even with magic.
We can safely assume that some of the floors in Hyrule might be very dangerous to scrub. Thus, this could very well be a form of execution.
On top of that, there's bound to be plenty of civil unrest in Hyrule unless they managed to keep it a secret that the king was missing, it's infeasible to even have people watching him 24/7 as he scrubs all of the floors. I'm willing to bet that his punishment was just lip service to make it seem like he was fair and just in front of his daughters, while they threw Duke Onkled into an iron maiden in the dungeons and bled him dry.
This is what local announcement boards would be for, I guess. And letting someone who is technically still a duke scrub your floor sounds like a fair deal since he's pretty rich already and wouldn't gain anything out of stealing your possessions while you're not looking. Furthermore I would guess people would welcome Onkled with open arms just to be able to brag about the time they had their floor scrubbed by a high ranking noble.
Duke Onkled is probably locked up while not under watch during his daily scrubbing. It'd be easy to keep him under nigh-constant watch until he finally found a floor that would kill him.

But is Onkled truly a duke? I was under the impression he was instated as the ruler of Gamelon as a puppet by Ganon, in exchange for luring King Harkanian into a trap.

Legitimate nobility or not, he was still a collaborator in Ganon's regime, so I'd buy that the people would still brag about it.

The king pretty much acknowledges his noble status with his very first words in the game and doesn't hesitate to rush to his aid the very next day. This certainly implies Onkled's legitimacy and hints at a good standing with the royal family before treason.

King Harkinian was depicted in the TV series and he was painted as a very benevolent and kind man. I think he wished to build a waterpark for his citizenry. He even gives Link tips on how to properly seduce Zelda.

Can we truly say that any obviously fallible king is a good king? This might depend on whether Hyrule is an absolute monarchy or some other form. For all of his virtues as a person, he still fails his kingdom when Ganon takes power.
Of course, he immediately offers to help when he hears about Koridai and personally goes to Gamelon just to aid Duke Onkled. I'm sure he was a great king.
