Most shit games that have good soundtracks are due to the fact that music teams are perhaps the most removed from the meat of game production. They are probably given a rough idea of an area or a scene and an accompanying aesthetic feel that you'd want the player to have.

Fire Emblem Fates: Birthright/Revelations, every version has utterly fantastic scores but Birthright and Revelations both kinda suck gameplay wise, Revelations is more of an experimental minmax fest for autists. Awakening fits into this too.
World of Warcraft, Literal days worth of amazing tracks for every expansion, but the gameplay, especially in its modern iteration, is so inherently boring, which I guess is what happens when youre only one role out of a possible 3 at any given time. Xenoblade Chronicles kinda fixes this issue and also has fucking amazing music.
