I don't see what your point is to start. There are plenty of schools that actually enforce their students to wear school uniforms or have cheerleaders for their sports teams. That doesn't mean it isn't a clear invocation of a fetish when characters have those outfits put on them. Maybe you mean to say a single article of clothing can't be fetishisized. I really don't know where to go from just saying you're wrong, as a single standalone characteristic, trait, accent, or color can definitely be someone's turnon.

And I find it hard to believe it's anything more than a deflection that that of 8 playable female characters in the main series: Claire, Rebecca, Jill, Ada, Ashleyish, Sheva, Helena, and Sherry, 7 have outfits with chokers.

Honestly I find that pretty horrifying since it seems to imply there's some factor in Rebecca's backstory that never got dug up.

Are her parents rich? I mean genius or not you have to pay for college.It's not specifically noteworthy by itself since but we don't know anything about anyone's parents besides the Redfields.
But 14-16 year old going to college really bugs me since it raises questions of her parent's involvement.
Did she get a grant? If so from what organization?
If she got a scholarship in medicine/chemistry in Raccoon City was Umbrella somehow involved in her education?
Was "join the police force" a real life goal with her degrees right out of college? If so what motivated that well before anthrax letters were a public panic thing?

Of course I don't expect any of these answers were contemplated or her origin was considered beyond the rough sketch doodled in 1996.

Since if they could have instead pushed the suspension of disbelieve farther and harder she would probably have been and 14 or 16 year old girl instead or both even. With 14 being her age in japan with localization in the west making her 16. So going purely on assumptions they wanted a young character for the nerds who are simply into that young stuff have something for them to then merchandise the fuck out of as hard as fucking possible.
