Real talk: The biggest crime is that co-op games don't almost always come in a 2-4 pack anymore.
I've had so many great times with bros because a cool looking game went on sale and I just bought a 4pack on a whim. These days I'd have to buy 4 separate copies which is a much bigger hassle and usually more expensive, so I'm much less likely to do it.
Your image is inaccurate, it does state 5 but there's actually 32 pages of on sale games. The week long deals essentially replaced Flash Sales. They just list everything at once rather than a few games every hour which can be a problem of visibility since some people aren't going to be able to view the site every few hours.
That last Square Enix sale was insanely cheap. They had nearly everything 80-96% off. I'm pretty sure sales are more developer controlled rather than Valve controlled. Publisher sales get them more publicity than holiday sales do. They tend to put their newest release title without a sale right at the very top of the publisher sale page.
Some games actually still have multiple copy bundles. I just don't see new games do it much anymore. I'm not sure if it's removed by Valve or devs just don't do it anymore.
I do like the addition of "COMPLETE YOUR COLLECTION!" bundles that are always up on certain titles. I always hated when you buy a game at launch for max price and slowly buy all the DLC for max price just to have them reward the new players by selling them a complete pack for way fucking cheaper later. What makes it really bad is when it's cheaper for you to repurchase the game as part of a GOTY Edition than to purchase the missing DLC even when everything is on sale. Those completion packs when on sale get really fucking cheap sometimes and help to alleviate that bullshit.

The only thing that really pisses me off is the shovelware. There should be a seperate category for that shit. Makes it hard to find games that actually matter.
How do you properly categorize that though? Do you filter it by AAA and Indie? The community are typically the ones that help filter things by voting with sales and reviews. If Steam was as closed as consoles there'd be a lot of hidden gems that wouldn't end up slipping through. Even if Valve did have quality control you'd still see all the same shitty mainstream games at the top such as PUBG and Ark. I doubt it'd really change anything.

Steam sales have absolutely been dead since 2012, or maybe 2013.
The last great sale I can remember was the 2012 winter one. That was the one where you could collect coal, and russian bots claimed all the prices.

Flash sales died when they began refunding games for any reason user. It cost them money to issue a refund, and people would refund games they bought days before a better deal showed up.
That's because it's the publishers or developers themselves who set up the sales. However on other online retailers they buy batches of keys and often end up making much more aggressive sales than you'll ever see on Steam.
There is still competition outside of Steam for Steam keys. I barely ever buy a game on Steam anymore, hardly have for years.

brick-and-mortar stores (and their websites, if they have any) also tend to provide p. decent deals.

I don't even bother checking anymore because I'm at the point where I've gotten every older game I have interest in for a buck or whatever during all the previous sales, and there are so few good games coming out lately that I just buy any new game that interests me on release.

Also you should be using G2A as well, a lot of the time it will have games that aren't even on GMG and the prices are usually better, GMG is still better once in a while but they've been getting worse lately.
Gamebillet is another great one. They often have games cheaper than GMG and Humble and is becoming one of my primary key sellers besides the occasional great deal from G2A. Just check Cheap Shark for every game purchase.
If they can get onto a console somehow, they're good to go. Which is where most game sales are anyways.
Even those who don't want to do that have a better time on the app store making phone games.
