Not really, women just don't grow up with cultural expectations to be super masculine and hetero. Men in general think more sexually.
Girls are much more hands on with each other, physical contact isn't inherently sexual. It's not considered weird for girls to kiss at parties. Guys don't like touching other guys for extended periods of time because it makes them seem gay, and generally consider any contact with a female to be sexually charged.
This is coming from a gay guy with a straight female best friend. If we're just hanging out watching TV or whatever she always initiates light cuddling. Doesn't make me straighter to cuddle with her, same as it doesn't make her gayer to cuddle with her female friends. It's comfortable, not sexual. Guys can't think of things that way.

Personally, I have no fear of being viewed as gay. After my past couple of relationships I would almost rather be gay, because the women I've dealt with in my life have had some tendencies that I've found difficult to cope with.
I still don't want to "cuddle" my male friends though. Just because I like them as a person does not mean I want to embrace them in my arms. It makes sense, biologically that females and children would want to snuggle up next to men for protection. Men don't have any reason to snuggle up next to one another. Like I said, user. Men usually think of physical as inherently sexual. Women have the ability to be friends with guys they have no desire to sleep with, whereas men usually only attempt to surround themselves with women they want to sleep with.
Me and my friend cuddle because she doesn't want to sleep with me, and I don't want to sleep with her. It's not full on spooning mind you, like either of us would do with someone we're dating. But we're almost always touching when we hang out, be it a head resting on a shoulder or some legs on top of each other. It's comforting, you're just near someone you like.

It comes pretty naturally when two people are close, have zero sexual tension between them, and don't really think about what it might imply about them on a societal level.
Human beings are social creatures and there is a comfort and security in knowing someone you care about is so close to you physically. There's an element of trust to it too.
