Okay, now I'm straight up convinced you haven't played either game in the Persona 2 duology and are just memeing for oldfag credit. There are only three bonus dungeons you can access throughout the game that have random encounters: Cuss High/Bomb Shelter, the Abandoned Factory, and the back of Mu Continent. The only other places with random encounters are literally the story-relavent areas, which are only open to you a single area at a time. It's technically a more diverse number of areas you can get attacked in, but in actual gameplay, it's no more dangerous than P3, P4, or P5.
