No, they took Nomura out of FFXV so he could focus on KHIII, and gave the former to someone else which resulted in more delays and the unfinished mess we ended up getting.

Most of their talent left after the Spirits Within disaster and company merger, and has slowly bled away from poor company politics in the years since (like Matsuno). What's left is a bunch of suits who don't understand their audience at all and are still trying to chase the mainstream audience with retardedly-expensive, overblown games on unproven engines. When Atlus has proven, Compile Heart has proven, and even Square themselves have proven with Bravely Default and Nier Automata that their core audience is just looking for smaller, more consistent experiences.
