Does anyone know how to lock Hard Reset Menu or Downloader menu so no one can install another Rom. I mean when you use home button + volume up/down + power button. Any ideas?

Not possible unless you patch ABOOT (Android Bootloader) / appsboot. You could patch out the fastboot commands, then you still have EHostDL

You can flash a locked recovery (You'd need to compile your own), like TWRP, but you can't flash a locked bootloader.

Incorrect. You can still run fastboot commands regardless if the phone is encrypted or not.
oem lock would just 'lock' the bootloader, anyone can fb in and run 'oem unlock'

Oh right, yeah if you only wanted to 'lock' the recovery you could compile your own, or you could even just zero out the recovery partition and run oem lock. But anyone with half a brain can bypass all of that

Yes, you can run fast boot commands but the rom won't be successfully flashed.
At least when I've tried doing that it didn't work.
