Certainly Russia. Not that that stackoverflow proves anything. It's just that they don't have a culture of believing bullshit for the sake of it.

They certainly don't get noticed enough. The US get noticed the most because they have their fancy funding for their fancy software projects. And as with any big place there's plenty of good programmers. But from my experience with Russian programmers they got the highest density of quality programmers that I know of.

Really? My experience with Russians is just uncommented spaghetti code that has nonsense names for functions/classes. For example, a1__i was the name of a class that literally only existed for one public member function.
I ended up having to redo almost all of the work that we hired him for.

Although I've only met only 2, all Chilean programmers I've talked with have been excellent, while most other Latin Americans ranged from pajeet-tier to decent.
