A8, or A10 is fine for ultra budget builts. It's actually pretty good with 2133Mhz ram (for the price)
A10-7850K with a motherboard that supports 2133Mhz ram should run most games fine, although at lower settings.

Alternatively, he can save up a little money and build a PC himself with a skylake i3 and a 2nd hand 750ti. Modern i3s are good enough for pretty much all games and gives room to upgrade for a better GPU.

Buying a better one will mean your computer will stay relevant for a longer period of time and bottleneck less GPUs right now and down the road.
It's a tradeoff and it all depends on whether or not you think you're going to keep the computer you're building for a long period of time. Generally I buy the best CPUs and then buy secondhand GPUs of a generation older than what is currently out because I don't game much. Also a CPU is running when you're _not_ gaming, so putting more money into one means your computer is faster at standard tasks and lets you run more applications at once.
