I am a computer systems repair technician for a local retail chain. On a weekly basis, we have paranoid individuals who come in with their phones and computers, claiming they are being surveyed, stalked, etc. Needless to say, most of these people are not indeed being stalked in any definition of the word. My employees and myself find it quite humorous the number of people who think they are being watched.
However, today was different. I had a couple come in. I have a very good judge of character, and these people were not joking, were not lying, and certainly had their heads squarely on their shoulders. They have been repeatedly stalked, both online and in person for 2 years now. It started with remote messages and calls from one another's numbers to each other. It progressed to family and friends of theirs receveiving SMS and calls. They ditched their smart phones, changed their service provider and numbers, and resorted to using flip phones. The issue persisted. Then, their social media accounts got hacked as well, with the perpetrators posting obscene content. They deleted their accounts for facebook, twitter, etc, but they perps had access to their email and contacts, creating new accounts and sending friend requests to their friends and family. This couple had to cancel all credit cards as the perps had managed to steal some financial info as well. This situation became far more personal for them when they started returning home to find items in their house moved, cigarette burns on furniture, etc. They installed a security system, but the issue persisted. When they went to check the camera footage, there was none. They contacted the security company, who said that the system and cameras had been shut off from their end.

Here is what I am thinking. I believe the original perp is someone they know, a neighbor, or any individual within close social or geographic proximity to the couple. Having stolen a measure of personal information from them, have installed spyware onto their mobile devices (or have a IMSI Stingray in play) have remote access over their router - and therefore all devices on their home network, have either access to their house or experience breaking and entering.
Long story short, my colleague and I are starting a counter offense.
Based off of the behavior and tactics explained by the couple, it seems there is a semi-organized effort to annoy and disrupt their lives, but not destroy it. The couple are being gang stalked by a group for their amusement.
My colleague and I are devising both a digital and analog strategy to defend the couple, and counter the perps. We dont want to merely prevent this from happening again. We want to utterly wreck havock on these people, and hopefully apprehend them.

You probably need to check the couple's names on the web, maybe someone posted on the forums about this harassment.
Try to trace the fake emails and social media accounts by reporting the forgery to the company, be it google. facebook or whatever. The ISPs too. Maybe you are lucky.

Assuming this isn't a troll post... My childhood friend had a similar problem in her early 20s. It turned out that an insurance company had paid "private investigators" to stalk and harass her for years, because they had been forced to pay for her surgery after a car accident. The criminals were following her from state to state, even breaking into her house to go through her things.
Your clients should look into changing their legal names, but carefully not telling anybody. Use the same names in person, but use the legal new names for credit cards. Have all mail sent to a PO box, those are only like $160 a year. Get VPN. Get a new router, only use the corded connections, no wifi. Get a literal safe and lock the computer in there when they aren't home.

Hide a non-wifi wildlife camera in the house, pointed at a place an intruder would have to walk. Leave the existing security system dismantled, presumably it is broadcasting over the compromised router. Assume some of the family may have compromised phones as well. Consider using multiple phone numbers per user, to root out the mole or leaker.

Law Enforcement is almost always unable to help against gang stalking as there is never enough evidence for the police force to follow up on. Surveillance stings only go on for so long before they have to recall officers for dealing with other happenings around the city. I have been gangstalked for about 5 years now and have not been able to ask anyone for help. Mainly because it's a bunch of random gangsters running "ops" on people in town that don't abide their rule and don't give in to group mentality. Maybe you can see how that relates to a fundamental behavior if you consider that maybe they want people to be accounted for. Which is also funny because I used to be in a punk band called "Unaccounted For".
They don't really bother me as much anymore but I do have my fair share of accidents here and there. Also, I have already been branded paranoid by the reasonable, heretic by the religious, I'm currently in the court system dealing with child support after an attempt at "disabling" me through the use of gun violence, there's more really but I've just stopped paying attention. It was only recently that I covered my phone camera and found that using my phone is a lot less strenuous on my eyes, as if the infrared was being used whenever I had my phone at face.
Anyway, back to the thread, This isn't about me and I'm happy to hear someone out there is standing up to these kinds of people.
OP, do you know if there's a chance that these people refused to join a local church or refused an intervention from the AA? Maybe got into it with some military personnel?

Also, my son's mother was in a gang and has allegiances with several other gangs and drug dealers. She was the one that shot at me, point blank, in her home, while we were watching a movie in silence. I don't know why. She is also a part of several other little groups like the occupy movements, socialist groups, feminist groups, tumblr raid parties, and possibly more. Idk. First if most of this is true then yes the person likely knows them. I would purge everything but I'm slightly tin foil. New hardware a new router password are now random charecters. Keep them from using external shit like someone else's wifi.
I would be trying to keep them secure for 6 months and judge what is going on by the results.
