I'm not lieing when I say that I do not miss flash. Even most modern porn sites have HTML5 nowadays. Heck, a few days ago the HTML5 beta of tnaflix went live and replaced the old flash version of the site. Most stream hosters (even the ones for anime, which I don't even watch) offer a HTML5 version if you change your user agent string to some mobile device (Random Agent Spoofer addon for FF).
Flash was cool when we had no consent of about how video should be implemented in HTML1-4, but these times are finally over. So fuck flash.

I believe it's mandatory in South Korea. All of the banks have an online system that has to match the government's regulations and it uses an outdated IE and either Flash or Java - I forget which plugin specifically.

South Korea is moving away from ActiveX. By 2017, 90% of the top 100 websites will no longer require ActiveX for banking or online shopping.

If you want your player to function for people with Javascript disabled, then you'll probably want to just have a tag, and when the page loads have the player built up through JS, so that it doesn't have broken off pieces without JS.
That said, there are a lot of HTML5 video players that work well for different things, that aim to imitate how Flash video players are. Could probably just use one of them.

I've found that a lot of people (all of them chrome users) don't even know that they're using flash because chrome doesn't show it in chrome://extensions/ but hides it in chrome://plugins/ which isn't accessible through the menu
