Nothing wrong with it for that purpose. It's an industry standard. If you hope to have a career in 2d animation, you'd best learn to love Flash. It's a very appealing platform because of it's relative ease of learning/use, it's very low price tag, and the fact that it allows fewer people to pump out content very quickly.
On the other hand, if you are actually interested in the art of animation, Flash is pretty low brow, albeit people have produced some pretty nice animations with it. Look at the pic. You've likely played around with one of them at Spencer's or some similar store, at least once. You can actually use pinscreens to make some really elegant and beautiful animations. It is very time consuming and tedious, and therefore expensive: youtube.com
No production company is likely to fund such a project these days. And that's a real shame imo, but from a business standpoint I guess it's not at all surprising. If you proposed such a project, you'd either be shown the door, or asked to keep the concept but adapt it to Flash. Of course, there are digital animation programs, and suites that can mimic the style, so it's not completely hopeless I guess. It is less impressive though.
It can be converted to other formats. Adult Swim relies (or at least used to; I haven't kept up with it's programming in a few years) on Flash, but obviously your TV doesn't require the Flash plugin for you to watch it.
