Check msconfig.exe boot tab to see that you aren't using fucky memory settings
Also check bios to make sure you aren't reserving any for iGPU or whatever

obviously one module brings him down to 8GB, which his 64bit OS reports as 4GB because it requires double the amount of address space

Maybe the problem lays on the mobo that cant deal with 12gb memory stick. Try also mentest86 on dos on pendrive. Try to get 8gb memory stick and see what rappens if it work properly i put my coin on your mobo cant handle 12gb single stick

Not GP, but Windows still uses boot.ini for advanced configuration options (such as limiting hardware RAM usage)
It only goes up to 7.9. Considered I get a 7.9 on graphics with a GTX660, it's not that hard to achieve.
