Excuse me if I'm mistaken, but why would HTTPS make a difference in what your ISP can see of your traffic. Assuming you aren't using a VPN I thought an ISP can always see your traffic if they want to?

With HTTPS your ISP can only see the domain of the website you're visiting. For example, they are able to see that you're visiting Sup Forums.org, but not the full URL or anything beyond that.

No. If you're concerned about privacy, you shouldn't be using Windows in the first place. Chromium has been proven to have backdoors and security holes and there are alternatives (Iridium browser, Inox browser, Ungoogled Chromium).
