Disable fast startup to perform a proper shutdown. Since Win8, the system hibernates a minimal session to make the boot look fast.

I think it only resets when you 'restart'.

That is what I was trying to say with the fast startup thing. If that "feature" is on, the OS will never do a proper shutdown unless you select "restart".

or maybe because it thinks that it was never turned off and therefore is thinking about itself it makes it never turn off

Nope, seems to work. Most streaming sites, my own plex server and a few other things were throttled to 10kb/s whereas speed tests gets me 800kb/s and more. With SSH tunnel I get full speed everywhere.

like mouseover popups dont pop up. arrow keys stop working in the terminal, windows button stops working, firefox might hang randomly, metro apps dont react to mouse drags
