It's airline to airline. Hell, it's airplane to airplane in many cases. It's really just chance as to whether or not you'll get sockets.

Also most of the world uses planes from the 70s and 80s.

I fly cross-country twice a year and there's usually wi-fi. I just put on music and sleep anyway.

Southwest. $5 for every flight within 24 hours. And its pretty fast considering, WiFi on planes is harder than you think it is.
