It's one of the closest visual designs to MacOS/Windows. You can even get theme packs and tweak tools to maximize that resemblance. However I personally don't think that they look best. I say "personally" because what feels natural and right to me might not be the same for everyone. The beauty of Linux is that you can make it work best for you.
In light of that, however, you could also get the familiar look on any distro that you want. It would just take some time.

I didn't like ElementaryOS, but visual taste is pretty subjective. If you really like the Apple aesthetic, then go for it.
Maybe it's just me and I didn't try hard enough, but the DE they use doesn't feel as complete or customizable as the popular choices: KDE, GNOME, Cinnamon, XFCE, LXDE.
I'm currently running Debian Jessie (the distro that SteamOS is based on) with GNOME 3 and I'm much happier.
