Specifically, they wanted Apple to create a modified iOS version which had an intentional weakness in its encryption and then to sign the package validating it as a legit iOS version and handle it over to the FBI so they could go around putting this update onto any phone they wanted and updating it to a broken version they could bypass any encryption on.
