Turbo usually involves an unnecessarily hefty voltage boost, combined with stock HSFs being at their limit.
Oh, and reducing maximum processor state to 95% will be well over a 5% drop in clockspeed. My i7 3770 drops to 3.1GHz from a possible 3.9GHz turbo.

No. I turbo all of my cores to 2.3 from 2.0 stock speed. It will turbo on all cores if you have the cooling for it.

Generally the kernel will detect and use a driver that will allow cpu management but you will probably need to google for a package supported by your distro to allow CLI or GUI adjustments.
