No. I turbo all of my cores to 2.3 from 2.0 stock speed. It will turbo on all cores if you have the cooling for it.

Generally the kernel will detect and use a driver that will allow cpu management but you will probably need to google for a package supported by your distro to allow CLI or GUI adjustments.
