You can get gtx 1060 aftermarket cards for $249 right now.
Not with a full sized cooler. The only $250 card right now is the half size Zotac on Newegg.
The single fans ones perform as well as the dual fan ones.

rx 480 4gb is 200 usd but are extremely hard to find probably december until get stocked and 8gb version is around 270 usd which are available

Memecoins, not Bitcoins. ETC is the new fad to mine right now giving around ~$2.5 a day per RX 480. The pressure is however not on the 8gb models as the extra memory has no benefit for mining and 470 is likely going to take its place as the card as they seem to have slightly faster ROI
The 1060 is so power efficient the cooler doesn't even matter. That card doesn't go over 70 with a default fan curve.

Most AIB 470 performs better at $200 than the reference 4GB 480. If you want a great card at $200 just buy one of the 470s with a ricer looking cooler.
I bought a 1060 for $250 from Zotac last night (the mini itx one), but I could have got a reference 8GB 480 at the same price. My choice came down to Freesync or Gsync and from all accounts it seems Freesync still has ghosting problems. I prefer AMD but if a product is worse, it's worse.
