Sure, they have powerful surveillance tools, but those require having a target, and devoting expensive, trained people to attack that target. Know what's much easier and cheaper? Calling Google, or tapping into their systems once, and then having access to their huge database of people and everything they do online. And that passive, untargeted, dragnet surveillance is much easier to defeat than a targeted search by a nation-state adversary interested in you specifically.
And I'd want to do it anyway because I don't like the idea of a big company having a database of everything I do for the purpose of bombarding me with ads. Even if that company didn't share any of that information with governments.
