It's not like either use their full TDP. It's called thermal design power. Not constant power consumption.

well since turbo boost doesn't actually do anything special with the right cooling, so it's basically a 4.2ghz cpu, and that will almost constantly be at or around the 85-90 watt tdp

Power usage increases square.
The low TDP dies aren't special, just lower binned chips that clock moderately well at low voltage and low leakage.

They don't use their full TDP under normal load, a good portion of it is there for IGP use as well. Though intel is incredibly generous with chips exceeding TDP greatly for certain periods.
It really should just be called SDP across the board from now on. It is the nominal power draw under the test scenarios that their lab cooked up when trying to simulate every day usage.

If you have a 4790k overclocked to 4.5GHz it uses around 80% CPU usage solid.

So yeah, 6700k probably would fair a bit better, but having hardware decoding really helps.

When using the hardware decoding of my GTX 960 it brings my CPU use down to 2% during the same 4K video, and i pull about 40w less from the wall so a decent bit of power savings
