Kaby Lake isn't restricted to Windows 10, Kaby Lake owners wanting to use a Windows OS are. You're still free to use a real operating system. Hell, run Windows 8 in a VM if you need Windows for something.

Well I got a Skylake and plugged in my Windows 8.0 SSD. Guess what? Graphics drivers don't work. USB drivers don't work. I was told to upgrade to either 8.1 or 10, both of which have Spyware updates.

Nothing is locked to Windows 10. What Microsoft meant about support for new CPUs on older versions of Windows is about feature support. Skylake for example has an additional low power pstate, at launch only Windows 10 supported it.
Skylake still properly functions on Windows 95 if you want to run that, you just can't use that one pstate.
Nothing from AMD nor Jewtel will be locked to Windows 10 or newer.

Now read into what Microsoft's actual statements were, and look at the attached slide on Skylake.
Microsoft is saying that older versions of Windows won't support the feature on the right, but everything supports the model on the left. They're saying that when hardware vendors make changes like these they won't build in support into older versions of Windows. They're not saying that older versions of Windows then become incompatible with the hardware, or that you're locked into Windows 10. Just that these new tertiary features aren't supported in legacy OS versions.
Reality is always more mundane than what a journalist spins. Its their job to be salacious and dramatic.

It will work as normal. Behind the scenes the chip won't be using all of intel's brand new power saving bullshit which really only matters for "ultrabooks" and tablets like the Surface. Thats it.

My laptop doesn't support windows 7, only 8 and above. Windows 7 installs but gives a blue screen when you try to boot it for the first time.
