gtx 480 despite the ridiculous heat and disastrous launch at the end of the day it was a powerhouse. you can still run today's games if you're willing to drop down to medium-high.
I don't think it could handle Rise of the Tomb Raider or other really taxing games that recently have come out.

my friend still has one that he bought at release and he can't even play warhammer on low settings at 1080p. the card even struggles in WoW at low settings.
considering it's a pc from the gtx 480 era the issue is probably not the card.
it's faster than a 750 ti.. and that slays WoW. It sounds like his cpu is shit since you listed a strategy and mmo respectively.

A GTX 470 can handle it on a mix of Medium and High at 1600x900.
I love my gtx 480, I still have it today and it runs overwatch gr8 @ 1080p
