is this legal, are the keys legit, google normally filters out that much spam so some must have some legitimacy

If you're not buying a license from Microsoft or an authorized retail channel don't buy one at all, because Microsoft is probably seeing little to none of the money and you stand a high chance of the key being deactivated at some point. I've had a key deactivated ~half a year later and it was from a seller with near 100% positive feedback and many hundreds of sales. If you can't afford retail just use KMSPico for now (the source for it is a mydigitallife thread, anything else is likely malware, even good looking sites called KMSPico.com, etc)

Don't know how it is handled in Amerifatland but in Germany the legislation protects the right to sell unlocked oem keys. I bought several win7 keys for 17 yurobucks each already. No problems.
