Sao Paulo has more high-rises (may not be true anymore) and private helicopters than any city on Earth. Places like Tokyo and Shanghai are high-tech and neon but have effective governments.

Shanghai is fine, you can breathe the air there and (usually) see miles. You're thinking of Beijing, where a pea-soup thick smog covers everything.
HK is smaller than Tokyo but feels far, far more busy. Tokyo has a more understated quality though. Cultures are totally different.

Kyoto feels more like an old city, and it is. Tokyo has many old aspects but is actually a conglomerate of villages and you only need to go behind the main streets to see this. Tsukuba is the ultra modern city of Japan - and mentioned in passing in one episode of GitS.
