make the site so that every image is only a link to the original, and the users machine has to request the original from it's origin, then use the standard torrent protocol for the remaining few kb of text.
What if the original is hosted on your own pc so when they click on it, you as the poster, will be uploading it each time instead of the image board?
With a reasonable 5MB limit this shouldn't be too bad, especially since most people tend to have unlimited bandwidth already
