I have read this statement in the last couple of months on Sup Forums a few too many times.
Let me tell you something: you can. Easily. In fact you can steam 1080p video from youtube on a C2D without any issues.
If your computer has a CPU from this generation and you are getting choppy video that is on you. Your OS is not configured properly, or you CPU is overheating.
You can actually stream 1080p even on a Core 2 (not duo) just the same.
A Pentium 4 will handle 1080p video if you know how to set things up properly. Streaming 720p should be quite possible, and 1080p netflix will come through too. And none of that is taking GPU acceleration into consideration.

1080 should be possible if you use the right codec and bitrate for your video.
mpeg-2 is very light on the CPU at the cost of file size. That's how satellite and cable receivers can decode it.

Use vlc or mpv to stream the videos. My ancient Atom netbook can stream HD video using it.

I'm able to play three different 1080p videos on youtube at once without chopping. This is on a Thinkpad X201 running xubuntu and chromium.

It's excellent but I think you can get a X220 pretty cheap these days and the battery life on those is supposed to be a lot better. I paid $10 for this one so can't complain

Yeah... I went over and tried it on the T400 with a Core 2 Duo P8400 2.26ghz with 2gb of RAM and it was a different story.
Only one 1080p stream was sustainable. The second stream really lagged and chopped. Still pretty good, and if you used external players I'm sure you could do better.

You have to keep in mind that the average user even on Sup Forums doesn't have things very well optimized. Instead they are running a handful of AVs and all kinds of bloatware in the background. It wouldn't surprise me if they sap enough CPU resources that even 720p streaming fails for them.

I just tested it and I was able to open four 1080p streams and have them all play smoothly at the same time with VLC player on the P8400.

I have an intel processor clocked at 900mhz and it struggles with any youtube video streaming whatsoever... like youtube 360p is sometimes unwatchable (lower quality doesn't help) however strangely enough it's fine (even like 480p or more) if you watch tv shows on some of the russian/other obscure websites that run different players...
