1) How do i format (delete everything) On a computer with windows vista installed.. without deleting the OS (vista itself) I do NOT have the disc.
2) If I manually delete everything and then delete it again in the recycling bin is that good enough? Or could someone still have access to the files somehow? If I delete something from the recycling bin is it gone for GOOD. Please help

Reset PC technology was not implemented till Windows 8.1 which still required disc or OEM partition to wipe the HDD and reinstall Windows.
Windows 10 allows you to do that, clean all your HDD so no data can be recovered and then clean install provided you reserved your free upgrade.

In your case, you are selling to a normie. Download a Windows 10 ISO from Microsoft, use 7zip to extract it to a 4gb usb. Reboot your PC from USB, enter setup and in custom install, format all your drives and delete the partitions.
After that you can install Windows 10 and let the new owner take care of activation.

Delete the files, clear recycle bin. Use Ccleaner to wipe the free space of your HDD, it will fill it with zeroes and takes several hours.
Only way to preserve your vista installation.

1) Manually delete the files, try to find a list of all files included in the vista installation and delete everything that doesn't match it. But it's probably going to break, just reinstall. 2) No, they will still remain on the disk, when you delete files you just remove the references to that data on the physical disk. It can easily be recovered until you write something else in their place. Use a tool like shred with 7 random overwrites to make them unrecoverable. The best thing to do in this situation is overwriting your entire disk 7 times then reinstalling vista like you'd normally do
