Right click taskbar > Toolbars > Quick Access or whatever
It's called quick launch. I don't know why you would want that when you can just pin programs to your taskbar which does the same thing without having extra icons.
i used to have recycle bin there, moved it to context menu since, don't know what other use it could have

In Windows 7 most icons are combined with the taskbar. If they're opened, the icon becomes a task, and you can still shift+click it to reopen it if needed, or use Ctrl+Number to open it. If they're not opened, they're just an icon.
Nothing changed really.
Here's my current setup.
They make it so fast to reach all my folders from anywhere, that anything else would be a serious downgrade on my workflow.
Is it possible to have them on W10?
Just pin shit to the taskbar, retard.
Make a folder with your shortcuts somewhere and make a toolbar (right click > toolbars) pointing to that folder.
