That's because that screenshot is a riced Windows 10 and not Neon (Plus Stremio has its own skinned window). Neon is just regular Windows 10 with blur and transparency.
This should have been obvious because Microsoft never uses a colored Windows 10 style logo. It's either the white tilted (Windows) logo or the colored square (Microsoft) logo, the latter of which isn't used in Windows anyway.
