It's a fine choice for a cheapo gaming machine, as it won't likely bottleneck even a midrange card like a 1060 or 480.

Personally, even if it costs more im going 8 core because look how fucking long dual core lasted for, the look how long dual 4 thread lasted for, by my luck the motherboard on the 8 core will die, i get a new one, and still let it die again before anything requires more processing power.
it will in multi thread games, and any time the cpu is the bottleneck it makes gaming painful, opposed to when the gpu is the bottleneck.

It would take less than an hour to dial in a moderate overclock. Fuck, I can help if you want. Sure it would take ages of fiddling to get every single MHz out of it, but you could get it to 4.2 or 4.4 in a few clicks.

You go into the BIOS and raise the multiplier. You have a baseclock of 100MHz, so to get 4.4GHz you set a 44x multiplier.
A 212 should get it to 4.2 easy, maybe 4.4 (depends on your specific chip, case temperature, etc). Just test it with a stress program like Prime95 and benchmark it with Cinebench.

If it doesn't work move it to 1.35v but don't touch it otherwise (Skylake will happily take higher voltages but your cooling sucks)

as for safe or bad, amd was a solid choice up through sandybridge as an alternative that was worthwhile, and up through haswell if you had a multithread need on consumer parts.
Not to mention on laptops, amd was the better choice if you got something without an actual gpu... but then I see laptops as toys and if you do something on one that needs real horsepower, you done fucked up getting a laptop when you wanted a workstation.

Bro that's exactly what I'm saying. It's called binning. A lot of 3/4 core phenom ii parts just had an imperfect core disabled and if you were lucky they could be re-enabled just fine.
If you were REALLY lucky you might have even got a 3/6 core part that only had the core(s) disable to meet demand.
I don't think it was until the fx series they started physically cutting cores, and they may very well have just been on the edge of the wafer.
Fun fact: wafers are usually round in shape but clever cooperation between the arch designer and fab company can lead to these edge pieces being salvaged as cut cores.
Zen chips are all fabbed as 8 cores and it'll be up to chance how far they can bin defective dies to increase yields, and up to AMD just how much they want to test each individual die to see which ones are semi-salvageable.
