For 1080p/60fps on medium/high or higher for slightly older titles for almost anything, look at rx 460's or 1050/1050ti's
For a bit more on each side, look at the rx 470/480 and gtx 1060

But if you need a budget card, you can always deactivate a filter or a shadow, it will still look gorgeous and perform great, it is not a bad option at all.
