New Unlimited is truly unlimited for a phone, but will deprioritize after 22GB (BGR, USAToday). Mobile hotspot is 10GB high-speed, 3G afterwords.

Of course, like all carriers, they reserve the right to terminate for "excessive usage" whenever they like.

It is when that actually fosters competition. The problem with mobile service is that people are generally too lazy to shop around and force providers to compete on price and service. If you talk to normies, ask them if they've switched providers for a better deal. Or told a sales rep from their provider that they're out the door if they don't get a better price. 99% of them are like "Nah, can't be bothered, too much hassle, it's all the same, it costs what it costs"

A consumer that doesn't care is a consumer that will be ruthlessly exploited, and there's nothing any regulator can do about it.

What? I had unlimited for nearly 10 years; long before 4g existed. I changed phones three times after unlimited got axed. Activated a used HTC M8 this time last year.
