An iPhone 7 has recently come into my possession, but when I went to try to reset it and set it up with my information, it keeps giving me the message that this device is locked.
Is there any program I can download to help unlock this iPhone from my PC?
No. If there was, it'd entirely defeat the purpouse of having icloud lock. Harvest for parts OR RETURN THE FUCKING PHONE.

although you may not have directly stolen the phone, what your describing seems like you have come across a stolen phone. since it is iCloud locked, it is as good as a brick because iPhones aren't like shitty androids. their security is bar none.
at this point what you can do is sell it on local classifieds though it may be hard, no one wants to touch an iCloud locked phone since most know its a brick. or you can turn it in to authorities.
