All the other providers rent out OpenReaches network, the 76 mbs packages are using openreaches fibre to the cabinet and then VDSL2 down a phone line, I'm pretty sure virgin media don't rent out any of their network as it's all based on existing cable from NTL before they merged.

I live on the corner of a fairly populated part of
town and there are fields on the three other
blocks that are part of my intersection. One
day our internet went down and stayed down
long enough for me to get very mad on the
phone for a long time.

A guy came out and
said there's a dedicated cable that isn't going
anywhere, and it was installed to the
telephone polls in case the fields were ever
turned into housing. That cable is plugged
directly into my house and thus we don't
share our potential bandwidth with any of our
neighbors.

What does this actually mean?
Does this mean they just cap our download speed at
150mbps but it could potentially be whatever
that cable can carry?
