my stepfather once cleaned his PC and didn't put the ram properly, we took almost two hours to realize that, because after he failed at turning on the computer, he took out the ram and fucked around with other stuff, after all that, I assembled the pc, and seated the ram properly, and it worked

And this wasn't his first mistake. He bought a Haswell Processor but a LGA 1151 motherboard. Then he proceeded to not buy a new motherboard, but buys a processor instead.

Should of told him to just use a traditional air cooled setup. AIO liquid coolers are marketed well but not really needed. Unless your going to do some extreme overclocking you'll be fine air cooling your CPU.
If he has trouble installing it, he's probably not smart enough to overclock either.
