That pop-up means the section of the site you are trying to access is set-up to require admin privileges to open. If it is the main part of the site, the admin is a cuck that cannot do his job right and made the main page only accessible to him. This is possibly due to the site being down for maintenance (if you want to be an optimist) or the admin just being retarded (if you are a realist).
