Not recognizing dual CPU

hey Sup Forums
i bought the components for a dual socket workbench a month ago or so and am just getting around to installing an OS and everything. I have two Xeon E5-2670's in the board pictured and linked, but when I use Task Manager or something similar to monitor CPU usage and temps, I only see 8 cores/16 threads. Plus windows (home premium) says only 16GB of my 64GB memory is usable. In my BIOS it sees that I have the two processors in there, so I was wondering why Windows wouldnt see both chips

Home Premium can only do 1 socket.
Pro and Ultimate can do 2 socket.

Wouldn't affect socket or core count in this case. Per core comes into effect after 16 cores. 2670v1 is 8 core.
