It never was the best IDE.
If you need an IDE, your language sucks.
The only language that seem to require an IDE is C#, because its compiler is garbage and it needs to reference files in a .csproj file.

For everything else, a terminal and an extensible text editor are the best.

This is Delphi, it was quite popular in the 90s / early 2000s. It's an IDE developed by Borland that uses a Pascal Object dialect. It used to be the best to develop with winforms until Microsoft hired most of the Borland folks to work on Visual Studio.
Apparently, Delphi has managed to survive to this day. I'm guessing it's mainly used to support legacy software nowadays.

I use it at work and believe me, I love it so far.

It is so fucking horribly bloated. In Windows I use VS2008 whenever possible because it actually starts in under 5 minutes.

I have faulty middle mouse button aka 'scroll' so its no option. Also interesting idea.
