When I create memes, should I save them .JPG or .PNG?

.jpg is a lossy compression so don't use it unless you need to
because meme's are designed to be spread around with people constantly uploading and saving them, .jpg would mean they loose quality after retards keep compressing it again and again by uploading them

Good point. Also I hate how JPG lacks transparency and I've heard PNGs load more elegantly. (With PNG the entire image fades in at once vs with JPG one line of pixels prints at a time.) However with my use case, total bandwith is at a premium.

Say I use software to compress the PNG file size to JPG size - then how will the quality between the PNG and JPG compare?

Can't be done. PNG and JPG compression algorithms are fundamentally different and work best (in terms of filesize) on different kinds of images.
If in doubt, use lossless compression. Storage is cheap, data integrity isn't.
