Depends on really on your use case.
Uncompresded i would say tiff
For lossy compression I would say
BPG, it's still ok in low bit/pixel ratios

Best lossless codecs are currently flif and webp.

Best lossy is probably bpg.

All of these are a certain pain to create / share.

why don't more cameras use tiff then

Decent Cameras use various "RAW" formats instead of tiff which can be better compressed etc.

PS: Tiff were used in some cameras in the past. But the various deficits had basically every serious camera maker toss even the option to shoot tiff.

Cameras usually provide you with raw & jpeg.
